passing a resolution by 1/2 directors with 2/3rd majority

Plz help me wid this...

At consolidated foundaries, for a resolution to become a policy, a quorum of at least half the 20 directorsmust pass the resolution by at least a two-thirds majority. At a meeting of the board of directors, did resolution X pass or fail?

1. ten directors voted for the resolution.

2. seven directors voted against the resolution...

I understood the question...but shudnt the answer be E?

let me explain my query...

the question stem says that, for resolution to pass, atleast 10 members ( half of 20) must pass it with at least 2/3 rd majority...that means at least 7 out of 10 members should vote in favor of the resolution. however, if all the members vote, that is 20, at least 14 must vote in favor.

first option says 10 members have voted in favor of it..but it does not mention how many total members voted in the session..if 10 voted and all voted in favor of it..it should pass, but if 20 voted and only 10 voted in favor of it, it will fail.

second option also does not mention how many total people voted. it only mentions 7 people voted against it. if 10 people in total voted and 7 voted against it, it would fail. However, if 20 voted and 7 voted against it, it would pass..

so the answer is uncertain and we get E as answer.

but kaplan says B.. how is that possible? plz help....

from b: if seven rejected the policy and assuming all 20 voted (best possible) ... still it lacks 2/3rd majority . so it fails
from a : we cannot infer anything
