The word 'less' following $24000 is wrong in D. best answer choice is E.

E is parallel and D is not

My concern is that the pronoun "their" doesn't seem to have a clear referent in any of the choices :)

i agree the word less makes answer choice D wrong. Notice that the nonunderline part of the sentence in the beginning says that "the teachers salary lag behind blah blah blah" so you already know that 8000 and 24000 refers to the teachers earning less.
