Hugh's car broke down when he was still some distance from home. He had only $26 in his wallet, but decided to call a taxicab and ride in the cab until his fare was as close as possible to $26 without exceeding $26. From there, he would walk the rest of the way home. If the taxicab company charged $2.50 for the first mile and $1.50 for each additional mile or portion of a mile, how many miles could Hugh ride in the cab?

C. 15
D. 16
