you need to know the smallest and the biggest number to know the range.

1) tells you that p and q are less than 5, but nothing on r, so r could be the smallest, but you wouldn't know, insufficient.

2) tells you that p and r are less than 15, and that r is more than p, but nothing on q, so q could be the biggest. insufficient

using both you know that the smallest is 5, but you don't know if the biggest is 29 or q, so answer is E.
