The Agricultural Board of a western European country determines when and under what conditions new food-producing plants and seeds can be sold to the public. As a result, the Agricultural Board plays an important part in improving agricultural production in western Europe. Individual farmers and farm research
centers are involved in the time-consuming task of discovering and testing new varieties of fruits and vegetables. But the Agricultural Board is responsible for verifying the qualities of the new products and for approving their sale and distribution to the public. New plants and seeds are not available to improve agricultural production until after they have been approved by the Agricultural Board.

The passage implies which one of the following statements?
(A) The Agricultural Board requires that new varieties of fruits and vegetables be regulated.
(B) Before new varieties of fruits and vegetables are made available to the public, they do not improve agricultural production.
(C) Researchers who develop new varieties of fruits and vegetables are responsible for the long period of time before such products are released to the public, not the Agricultural Board.

A) its not mentioned anywhere
B) maybe they improve production but they are waiting for approval..
C) Maybe Board is responsible
D) Not mentioned
E) New plants and seeds to improve agricultural production should be approved by board. as boad has approved, they will improve production

(A) not mentioned
(B) passage says the new varieties of fruits and vegetables are not available to improve agricultural production and does not mean that they do not improve agricultural production.
(C) this can be implied from the argument. it is mentioned in the argument that the task performed by individual farmers and farm research centers is time consuming.
(D) strong word "guarantee"
(E) when the new varieties are discovered, they are sent to Agricultural Board for approval. there is no guarantee for the approval.
again strong word "will" improve.

C is wrong because C says Researchers are responsible but Board is not. But the paragraph says that there are two stages before which a new product is in public domain as shown below:

The Agricultural Board of a western European country determines when and under what conditions new food-producing plants and seeds can be sold to the public. As a result, the Agricultural Board plays an important part in improving agricultural production in western Europe. (STAGE 1)Individual farmers and farm research
centers are involved in the time-consuming task of discovering and testing new varieties of fruits and vegetables
.(STAGE 2) But the Agricultural Board is responsible for verifying the qualities of the new products and for approving their sale and distribution to the public. New plants and seeds are not available to improve agricultural production until after they have been approved by the Agricultural Board.


So it means Board is responsible at some stage which eliminates C.

E seems most suitable as it summarizes what author wants to say i.e. If a product passes both stages then it will improve agricultural production.

C. The argument says that farmers and researchers are responsible for the time consuming task of discovering and testing new varieties of fruits and vegetables. The board overlooks the quality, sales, etc

In C they make it wordy by using the phrase 'are responsible for the long period of time'. I don't know whether this sentence is grammatically correct or not but it sure throws you off. The sentence is suggesting that the researchers are responsible for the long period of time instead of task of discovering and testing new varieties

We cannot infer answer B from the argument, because the argument doesn't tell us what impact unapproved fruits have on agricultural production
