The answer should be A.

Statement I

the difference between any two integers is 2. This means that the set of numbers are evenly spaced.
Therefore Mean=median.

Sufficient.

Statement II

for numbers 2,4,6,8
the range is 2(n-1)=6
range = 6
mean=5
median=5

for numbers -3,-1,-1,0,0,2,9
2(n-1)=12
range =12
mean=6/7
median=0

Insufficient.

Hence A is the answer.
