A and B are insufficient.
Even when taken together we can not find surface area of whole rect. solid.

If I'm not mistaken, you need to know the values of the three edges.

1. Insufficient. Gives the product of two edges
2. Insufficient. Gives one edge

Combined is still insufficient. Still only know 1, or at most 2 sides (in the case the side mentioned in (1) is 16x3.

A Insufficient
You know the one of the surfaces is 48. This alone is not sufficient however it lets you know possible dimensions.

12X4
24X2
16X3

B Insufficient
It tells you one of the sides is 3. Now if 48 was not divisible by 3, this would be sufficient. Since it is divisible by 3, you do not know whether this information is referring to the last dimension or repeating the previous dimension.
