If all 10 of the voting districts have a difference of 10% with the least
populated voting district, we will get the least value for the latter.

Let x be the population of of the least pop voting district. The pop of the
other districts are 10% higher i.e. 1.1x

x + 10 * 1.1x = 132000
12x = 132000
x = 11000
