IMO E
The fund was dedicated to collect reparations FOR survivors (not OF survivors). That eliminates A.
D can be eliminated because which is not followed by a comma.
The correct structure should be "group THAT included" and not group INCLUDiNG or which included ( w/o comma)

A - incorrect, this answer includes the grammatically incorrect expression "reparations OF Holocaust survivors IN the German government." It sounds as if Holocaust survivors were giving and not receiving reparations, moreover, it makes an impression as if they were members of government. It also uses the incorrect verb form "is." The sentence speaks about past events and it should be in the past tense.
B - incorrect, unnecessary use of the past perfect, the wrong use of the preposition "from."
C - incorrect, this answer includes the grammatically incorrect and redundant expression "from among," it also includes another incorrect and lengthy expression "for greater than."
D - incorrect, the expression "as much as" changes the original meaning, yet another mistake is the use of the pronoun "which." The clause that follows the noun "a group" is a defining clause and therefore it should be preceded by the pronoun "that."
E - correct
