I was struggling as well and always behind in the verbal part.
I thus decided to stop taking notes while reading. It solved all my time mgt problems.

Maybe you should give it a try.

Taking lengthy notes can indeed slow you down, as tohin mentioned above. I've also noticed that the better your knowledge of English gets, the faster you read. Maybe some light reading everyday will help, especially if you're a non native speaker!
