INCORRECT; "to plan.." has changed the meaning.. it gives the false meaning that Surgeons are developing the programs..

Hi AnjaliOberoi,

This SC uses a 2-part Parallelism rule that you might not have noticed:

The first of the two parts begins before the underlined portion starts: "....to help surgeons....."
The second of the two parts is underlined and must match the format of the first: "....to develop programs that will work...."

Between the answers that you listed (A and C), notice that answer C includes the word "to" at the beginning. Unfortunately, that extra word is NOT parallel with the first phrase, so it's not correct.
