imo d.
IDIOM is either x or y. So, it boils down to B & D. and X and y should be parallel..So, D.
In D, X also modifies, logging...correctly.

B is the right answer.

Zero down to B & D 'coz of either or construction

In B which correctly modifies the preceeding noun, where as D has no meaning logically

OA???
The correct option must be parallel with the non-underlined portion as well.

.....either logging, which removes only selected trees, or surface fires that burn down individual trees but do not denude the forest.

"burn" should be parallel to "denude".

Hope this helps why D cannot be the answer.
