What's the OA? I would choose D

I believe that you need a "that" clause instead of simply jumping into the gerunds. In choice D, you have "impose" and "require" parallel to each other and "spending" modifies both of those phrases. What's the OA?

E was my initial thought due to below,

(E) that impose stricter limits on medical services, requiring doctors to see more patients and spending

but on further analysis, I found that only the verbs that are logically parallel should appear in parallel structure.

E: 'requiring' and 'spending' are parallel in the modifier, but this will imply that the plans themselves spend time with patients that doesn't make sense. :)

So, D is correct

union members are not imposing stricter limits....as this option is trying to convey.....hence wrng

(B) imposing stricter limits on medical services, requiring doctors to see more patients, and spending

same as a

(C) that impose stricter limits on medical services, require doctors to see more patients, and spend

the error in A and B is corrected by inserting that and therfore restricting plans as sub for impose
but this s/c introduce new error by using and spend....which convey that plans are not spending less time

(D) that impose stricter limits on medical services and require doctors to see more patients, spending

the eror of A , B and C is corrected and ....bcoz spending is modifying sub of previous clause i.e doctors.....correct

(E) that impose stricter limits on medical services, requiring doctors to see more patients and spending
impose and requiring is not parallel
