There is no such Cut-off criteria for taking GMAT.

You can comfortably take GMAT and look forward to higher education

65% translates to 2.6 into 4 point GPA.

I came across two ways in which you can convert percentages.

1) You can directly use the unitary method to calculate the GPA.

2) The GPA is calculated in comparison to the highest marks scored in your batch.

I think second one is incase you didn't have a percentile system in college.
