Example: Total New jobs last year was 100(40 by old +60 by new)

This year- Need more than 100(less than 40 by old+ has to be more than 60 by new this year) Now conclusion is we need more start-up companies. Why?
New companies this year are not going to provide more than 60 jobs.

Per this example A is true but doesn't affect the conclusion.
