Typically 'as great as' is idiomatically correct but there is a exception

When the first part of the comparison appears before "at least as", you don't require another "as" in the sentence.
Die Hard 2 was a thrill ride from start to finish, but Die Hard 4 was at least as exciting.

B is wrong as Decisions by managment is parallel with policies by govt.

I'll go for A. We can do this purely from a semantics point of view.

Notice that there needs to be a comparison between the two different factors. at least as great an impact in choice A does that well.

Choices B, C, and D do not establish this at all. In fact, in these choices, although government policy and the industrial sector in which a company operates can influence its productivity and financial strength come about as additional information and are not linked to the main part.

In choice E, while a comparison is shown, with the use of greater impact there is a clear shift in the intended meaning.
