Something was subjected to the efforts. What? The coyote. not it's ability.

leaves only B and C. the coyote is singular hence C. B uses have.

C is correct because of two reasons-

1. correct modifier
2. correct idiom "ability to"

"Subject" (used with "to") is an adjective, and will create modifying phrases similar to ones made by participles.

Subject to higher taxation under the most recent tax code, these investments are no longer optimal.
Though subject to occasional bouts of stage fright, the singer very much enjoys performing.
