i can't bridge why together we cannot say that one of the angles in not 60?
any help would be appreciated.

Even with both statements, there are two possibilities:
-the angles are 90, 90, 45 and 135
-the angles are 90, 90, 60 and 120
In each case, we have two right angles, we have one angle which is double another, and the angles sum to 360. Hence E.
