4 percent of (p + q) is 8 implies (p+q) is 200
Now we are given that p is a positive integer. To find the maximum of q, we need to keep p minimum.
Since p is a positive integer, i say lets give p its least value. p=1
then q= 199

My answer is D

Thanks for your reply. can q be 200 if p is 0? Or is the POSITIVE integer what makes the difference?

the the statement p is a positive integer makes a difference.
p cannot take 0 coz 0 is neither a positive or negative integer. hence q cannot be equal to 200.
