The Baldrick Manufacturing Company has for several years followed a policy aimed at decreasing operating costs and improving the efficiency of it's distributing system.

The underlined portion is correct, but shouldn't there be AT before improving, in order to maintain parallelism?

Sentence is correct and parallel
aimed at X and Y
X = decreasing operating costs
Y = improving........

You are right, but it automatically applies to it so you don't need to repeat it.
