my take B
for with statement 1 K can be 2 and still 8K will be divided by 16
but with statement 2 K has to be a multiple of 4

Yes the answer is B.

I think I worked it out the same way:

In statement 2: 9k is divisible by 12, here k has to be 4 or a multiple of 4 in order to be divisible by 12
In statement 1: k has to be 2 or a multiple of 2 in order to be divisible by 16
