My bad again!!!! Editing my earlier post.. I dint notice "considered as".. that's incorrect..

Consider X Y is correct IDIOM, so this ruled out options C, D & E.

Between A & B, option (A) has incorrect construction because 2nd clause is depended clause after "AND".

Hence IMO (B).

It's funny that I found the original text. The sentence was taken from the NYT.

"Jupiter is the largest planet of the solar system, and its moons are the system's biggest and most mysterious. Europa, with surface temperatures estimated at minus 230 degrees Fahrenheit, has long been considered to be far too cold to support life, its 60 miles of water thought to be frozen solid from top to bottom."

c,d, and e are wrong because the correct GMAT idiom is consider X Y.
I guess a) should be eliminated because and implies that there should be another clause. However, a clause is not a clause without a verb. So, that's why the OA is b).

the rest of the options are run on sentences. B logically uses a possessive modifier "its".
