Que- Even Though energy drinks have gained popularity in the 16-21 age bracket, it can be potentially detrimental to people sensitive to caffeine, whose sleep patterns could be negatively disrupted.

C is correct, I also got the same wrong while solving on Grokit, but after seeing the same carefully I agreed upon C, but still confused about 'whose'

The original sentence uses "CAN BE potentially detrimental" but C says "ARE potentially detrimental". Wouldn't that be a problem?

Nope.
In fact, the use of can be is incorrect here as it introduces redundancy. can be and potentially both mean the same thing - that there is a possibility of something happening. Using both of them together leads to duplication.

can be detrimental - Correct
potentially detrimental - Correct
can be potentially detrimental - Incorrect.
