Why is "Not until almost 1900" better than "Not almost until 1900"?

Is there a grammatical reason? or just that it is an accepted idiom?

Its a case of Diction!!

Not until almost 1900 - This means not until almost 1900 numbers or units.
Eg: Not until almost 1900 cans of bottles were manufactured that the manager stopped the production.

Not almost until 1900 - This means not until the year 1900.
Eg: Not until almost 1900 was the rule accepted.
