2. XX + Preposition + YY + Relative pronoun (THAT/WHO)

In this case, THAT/WHO refers to XX. See another example from OG Diagnostic TEST.

B and E can be eliminated for using "creates". Who is used to refer to persons. Using who, E has made a mistake.

Reactions that + Creating/to create is awkward and nonsensical.

Answer is A.
