my ques is what it means by highlighted portion....

ie writer pridict will hold in the case the case at hand

Yes, that's right.

"will hold in the case at hand" = "will happen in the situation that he is describing".

(So, according to choice C, whatever relationship between 2 activities that was described in the first bold statement is something he thinks is going to happen this time out).
