This question is an example of causal fallacy. The assumption required to serve as premise here must be the one which is Necessary. All other alike assumptions may be Sufficient, but we look mainly for Necessary assumption. The useful tool for such arguable conditions is negation test or its likelihood.

Assumption Necessary: If A causes B, then without A, B is not possible
Assumption Sufficient: If A causes B, then it's likely for B to be caused by something else besides A or B still can occur if A is not factored.

choice a) indicates assumption Necessary.
B=Clearly, Fresh Start ...but also provides the most reliable protection against dental cavities.
A=No other toothpaste provides more reliable protection against dental cavities.
Success doesn't come overnight!
