It is between C and D. The passage looks for the "first step " to tackle this situation, Controlling the opinion polls is the best bet..

D is something which is the final step and not the first step.

Also, the author is concentrating on television. So, publication-and-distribution of voter-education literature should be out of scope, though the statement"....at the expense of substantive coverage of the issues and the candidates’ positions on them" does tempts for option D
