II. this is too much of a stretch in logic, and we know that the gmac never picks extreme answers like this. no
III. Even though the last statement says "this explains in large part why the government is so inefficient," a few select civil service employees can have an negative effect on the govt (depending on their position in the government service). The inference that most government workers are civil service employees cannot be inferred. no
