This CR focuses on a comparison between solar-powered plants and oil-fired plants.

The Facts:
-Solar power is more cost-efficient than it's ever been (due to tech improvements and reduced equipment costs)
-However, the viability of solar power over oil power is unchanged (the price-per-barrel of oil that makes a NEW solar PLANT more economical than a NEW oil PLANT is still $35/barrel).

The Logic:
Solar power is more cost-efficient compared to how it used to be, but "the math" behind choosing a NEW solar PLANT vs. a NEW oil PLANT has NOT changed. Something involving NEW OIL PLANTS has to be the reason (some type of improvement).

Answer C gives us a reason; Answer A does not address the issue in the prompt.
