CR - Negation meaning of a sentence

"If I have a choice between vanilla and chocolate, I will more often than not choose chocolate."

What is the reasoning behind this sentence in simple way (without negation)?

More often than not means usually, as a rule. It's similar in meaning to "by and large."

Is it tested in GMAT?

Can you explain with some other example?
