IMO C
In C, it is stated that Low cost airlines are causing high proportion of delays than traditional airlines. So giving preference to traditional airlines should not have any problems as the low cost airlines should be penalized for creating higher proportion of delays.

Agree with Chetan tough call between C and D...
C is in line with argument thinking...i.e. it tends to strngthen the argument so answer should be C
D is tough one ...but on second thoughts...D says that low cost airline only use 10% of slots in busy airports ad such there is not much chance of improving the slot ratio in favor of non low cost airlines.

Yes, very tough call between C and D. I also went with D initially but it seems OA is C.

Hey,
This is actually a very simple question. Just that sometimes the question is put to us in a very complicated manner and needs to be simplified first.
We have to find the option which does not cast doubt on the effectiveness of the proposed solution.
The solution: To decrease delays in the busiest airports, give preference to traditional airlines over low cost ones.
Now, let us go option wise:
A.) if the delays are weather related, then giving slots to traditional airlines will not help curb delays, hence this is not the option we are looking for.
B.) If delays by traditional airlines have been increasing and those by low cost airlines decreasing, then this solution may not be effective in curbing delays. So, again not correct.
C.) If low cost airlines account for a higher proportion of the delays, then this solution will work. This is correct.
D.) If traditional airlines already account for 90% of the Takeoff and landing slots, then giving them further slots may not help curb delays, rather they themselves may be the cause of the delay. So, this is not correct.
E.) if low cost airlines account for a lower proportion of the delays, then this solution definitely calls into question the effectiveness of the proposed solution. So, not correct.
Hence, C!

Yes Kartik the correct answer comes down to the option C. All the other options are casting a serious doubt on the author's argument, but the option C is actually stating or helping the author of the argument to add another premise to prove his conclusion correct.
