OA -B according to 800Score but i think its more of the strengthening statement than the assumption

Please clarify

My Answer is C. Please, Elaborate why it can not be?

Politician: Since my administration entered office percentage of people looking for work but unable to find it has dropped from 7% to 5% of the total number of people either working or looking for work. These statistics show that my administration's business-friendly policies have helped reduce the level of unemployment among those willing to work.
Which of the following is an assumption on which the politician's argument relies?
A. The previous administration's worker re-education program had no significant effect on the unemployment rate.
--> We are not sure which business friendly policy has been used. No.
B. Less than 2% of the population working or willing to work at the start of the politician's term have stopped working or looking for work.
-->Argument cann't rely on this assumption, becuase Argument will be wrong if less than 2% is 1%.
C. None of the new jobs created during the politician's term went to those who already had jobs.
--> This is the fact on which argument relies. If it is false, then Argument get discouraged.
D. Most of those looking for employment found jobs into the field they were trained in.
In general statement and Argument can not rely on this.

In the 'find an assumption' question, we need not worry about strengthening or anything else. What we are concerned about is that which of the answer options will fill all the gaps between premise and conclusion.

A) Out of scope
B) It talks about 2 things- population working and population willing.
If more than 2% of the population working has stopped working than the conclusion can not hold because then there is no overall reduction in unemployment and no impact of business-friendly policies.
If more than 2% of the population willing to work have stopped looking for work then also there is no impact of business-friendly policies.
Hence this statement has to be assumed for the conclusion to hold its ground.

C) Even if the new jobs went to those who already had jobs then also the people who are looking for job has got the job. It does not matter which job they have got. It ultimately leads to a reduction in unemployment and hence there is an impact of business-friendly policies.
D) Irrelevant

Answer choice B, negated:
MORE than 2% of the population working or willing to work at the start of the politician's term have stopped working or looking for work.

Let's examine what the negation of B implies.

When the politician enters office, 7% can't find work:
Let the number of people willing to work = 1000.
Then the number unable to find work = .07(1000) = 70.

Today, more than 2% have stopped working/looking, 5% of those looking can't find work:
Let the number of people willing to work = 1000.
If 4% have stopped working or looking for work, then the number who have stopped working or looking for work = .04(1000) = 40.
Since 5% of the remaining 960 people are still looking for work but can't find it, the number still looking for work but unable to find it = .05(960) = 48.
Total unemployed = 40+48 = 88.

Thus, the number of people who are unemployed INCREASES from 70 to 88, invalidating the conclusion that the politician's policies have REDUCED unemployment.

Since the negation of B invalidates the conclusion, B is the assumption: WHAT MUST BE TRUE for the politician's conclusion to be valid.

The correct answer is B.

C,D,E are irrelavant.

But applying Negation of Assumption in B, we find the argument's conclusion doesnt hold true.
Hence B.

How could we say B as correct answer ?

even that percentage of people who stopped the job or stopped looking for job are necessarily not among the unemployed people looking for work. They may leave the attempt and then not look for job. They may also live in Govt pension.

Hi,
Like on negating option B, if we negate option A, we have that The previous administration's worker reeducation program had a significant effect on the unemployment rate. It means if The previous administration's worker reeducation program have had a significant effect, then this administration's business friendly policies have not done anything to reduce the unemployment rate. This crashes the conclusion.
Though, I agree on what is done by negating option B, but since we are talking about an assumption, we need a building block between the conclusion and the premise. The conclusion here talks about the 'ROLE OF BUSINESS FRIENDLY POLICIES IN REDUCING UNEMPLOYMENT' while the premise is the stats. We need an answer actually linking the two. On negating option B we can say that the stats are disturbed and thus, unemployment might not have reduced, but here we in no way talk about the way i.e. THE BUSINESS POLICIES OF THE CURRENT ADMINISTRATION' of reducing the unemployment.
I think if the question asked us to strengthen the conclusion, then option B could have been the answer as then on negating the option, the premise was attacked. But here, since we are asked about the assumption, we cannot just mark option B as it disturbed the stats. Rather, we need an option to link the conclusion and premise.
IMO, the answer should be A.
I would definitely like some expert to comment on it.
