Not sure why OA is E...

Wouldn't fragmented publications really just mean more published works which adds to the researchers' claims?

The correct answer suggests a way of increasing the number of publications, not their impact, in order to increase the chances of getting hired. Since the evidence in the question shows that the number is insignificant for hiring, it weighs against this answer choice (which is what the question asked for).
