Essayist: Only happiness is intrinsically valuable; other things are valuable only insofar as they contribute to happiness. Some philosophers argue that the fact that we do not approve of a bad person’s being happy shows that we value happiness only when it is deserved. Conclusion should be something like one who deserves to be happy is intrinsic or internal in mind and not valuated by others

IMO the answer should be C. Here's why:

[spoiler]A - doesn't really make sense... also a bit extreme
B - out of scope
D - doesn't mention how to become happy
E - we don't approve of the bad person being happy, but this doesn't mean that he can't be happy himself.[/spoiler]

The term "amount of happiness " is a relative term.So it calls for a "parameter" that could define that.Here that parameter holds to be Happiness itself.So in my opinion C holds true which clearly tells only Happiness can be used to value "Happiness".
