A looks good -> If rival automakers are offer discounts then buyers may not switch brands and the entire purpose of offering discounts is defeated.
B -> so what, doesn't help much.
C -> so what, doesn't help much.
D -> The focus of the strategy is long term. May be the automaker will lose money in short term by offering discounts but the ultimate aim is to build a loyal customer base. So this option also doesn't help much.
E -> out of scope.
