C: If the lawmakers allow for some monies that will be lost, then they need not raise taxes; actually they will not be forced to raise the taxes.

B: If this would have been same year to year then this works, but it isn't so.

HEnce C is the answer
A,D and E are simply out of scope. They don't relate to the argument in question.
