Media Secretary: Opponents of our government claim that the recent cancellation of the highway project by the President demonstrate a vindictive desire to punish legislative districts controlled by opposition parties. They offer as evidence the fact that 90 percent of the projects canceled were in such districts. However, all of the canceled projects had been identified as wasteful in a report written by respected nonpartisan auditors. So the President's choice was clearly motivated by sound budgetary policy, not partisan politics.

According to the argument above :

cancelled projects in districts controlled by the Presidents's Party = (10%)
cancelled projects in districts controlled by the Opposition Party = (90%)

Non-Partisan auditors say ALL of the canceled projects (from both districts) = wasteful

That means most wasteful projects were in Oppostion Party's District and not in President Party's District. The correct answer should reinforce this statement.

Only (B) does this for us. Hence (B) is correct.
