Is the sentence from valid source????

twice is an adverb and can't be used as an adjective or noun. So that eliminates C, D and E.

"or" in option A indicates that either the volume exceeded by "50 billion gallons a year" OR by double the rate in 2010. This error is also present in option C.

Only option remains is B.

For amounts and Quantity Words comparision, We should not use Double, but we rather use twice or thrice.....

So A and B are eliminated......

C is wrong because of use of word OR at start of sentence.....

E is wrong because of the usage the the rate in, but it is the amount.....

D is correct because it tells twice the amount of 2010 and is correct comparision..

OD is D

Hi -- One more reason why option C & E are incorrect---it is grammatically incorrect to say "Twice the rate of or twice the rate in, respectively"

We should use "Twice that of" when doing a Comparison.

For example -- Apple iPhone user loyalty twice that of Android
or take one more example-- Android Market attrition rate is twice that of Apple's App Store

Other members have already explained why option A is incorrect (incorrect usage of "OR")

Option B is awkward (2010's)

Therefore, Option D is the correct option.

E, misses out which is
which is twice the rate in 2010

I'd pick D because the possesive for 2010 looks funny in B.
