Astronomers have theorized that the Big Bang governs the behavior of interstellar dust, particles that comprise the atoms and molecules created in the progenitive explosion and persisting in even the emptiest regions of space.

The question that we need to answer in order to find the correct choice is what the underlined word refers to. We can see that the part of the sentence that follows "and" must be a part of the parallel structure "the atoms and molecules CREATED in the progenitive explosion AND..." The only part that is parallel to the word "created" is "persisting" (answer A). Both words are participles and in this sentence they are used as adjectives. All other choices are not parallel to "created."
