Total amount donated by 6 companies = $58,000.
Target question: Did at least one of the companies donate less than $3000?

Statement 1: The company that donated the most gave $38,000
The remaining 5 companies donated $58,000 - $38,000 = $20000.
Altogether, the sum of the 5 numbers could be either 2000+3000+4000+5000+6000=20000 or it could be 3400+4000+4100+4200+4300=20000
There are multiple variations in which we have companies that donated more than 3000 and some that donated less than 3000. So, there is no definite answer; hence, statement 1 is NOT SUFFICIENT.\

Statement 2: The company that donated the second least gave $4000.
This means the least donation < 4000. This could be either 2000 or 3500. Since there is no definite answer, statement 2 is also NOT SUFFICIENT.

Combining both statements together:
From statement 1: maximum amount = $38000
From statement 2: second to least amount = $4000
Sum of all 6 numbers = 38000 + 4300 + 4200 + 4100 + 4000 + 3400 = 58000
It could also be = 38000 + 4900 + 4700 + 4400 + 4000 + 2000 = 58000
The company that donated the least amount could either donate $3400 (greater than $3000) or donate $2000 (less than $3000).
Since there is no definite answer, both statements combined together are NOT SUFFICIENT.

Answer = option E

Target question: Did at least one of companies donate less than $3000?

Statement 1: The company that donated the most gave $38,000
This means the other 5 companies donated a TOTAL of $20,000
Does this help us answer our target question? No.
Consider these 2 conflicting cases:
Case a: the donations are: 2999, 4000, 4001, 4250, 4750, 38,000 in which case at least one company donated less than $3000
Case b: the donations are: 3500, 4000, 4100, 4150, 4250, 38,000 in which case zero companies donated less than $3000
Since we cannot answer the target question with certainty, statement 1 is NOT SUFFICIENT

IMPORTANT: Notice that, for both cases, I chose values that also satisfy statement 2.

So, we now know that statement 2 is NOT SUFFICIENT

And we know that the combined statements are NOT SUFFICIENT
