IMO A
Forbids from is not correct usage of idiom.Elliminate B,D
E changes the tense to future meaning that the new contract will forbid in future but not at present.
Between A and C ,A is concise and sounds clear than C.
What is the OA

I am still unconvinced that the correct idiom is being used in answer choice A (the correct answer)

no correct idiom is forbids to ....... but in A there is no use of from doing...... hence A doesnt use the wrong idiom.

B has a incorrect use of idiom
