I agree with you,

at first it seems the only possible assumption made could be option choice D

which book it is?

The OA is wrong.

Conclusion: To combat malaria, the World Bank should reallocate funds for the purchase of mosquito nets.
One assumption: Exposure to malaria does not provide substantial benefits.
Since the OA states the OPPOSITE of this assumption, the OA is incorrect.
