A: but still not to ignore
B: and not to ignore any longer
C: but that they still not ignore
D: and that they continue not to ignore
E: but they should still not ignore

OA: C

"to" cannot be used after "but" because of subjunctive mood.
I believe that it maintains parallelism. Am I right?

yes, the form of to be used in such cases is only be.

Indeed Sir, but that were the answer lies...I mean major thing here is subjunctive

Suggested that X.. but that Y...

So there will be subjunctive on both sides of 'that'..You can term this as parallelism as well, but major is subjunctive.
