Manufacturers rate batteries in watt-hours

Manufacturers rate batteries in watt-hours; if they rate the watt-hour higher, the longer the battery can be expected to last.

A if they rate the watt-hour higher, the longer
B rating the watt-hour higher, it is that much longer
C the higher the watt-hour rating, the longer
D the higher the watt-hour rating, it is that much longer that
E when the watt-hour rating is higher, the longer it is

Not sure how to post / hide OA ?

C is correct. The idiom tested here is: the more X, the more Y (here more is a generic term that can be replaced with any comparative words)

To post the OA, one generally use spoilers. So, to post OA in spoiler, you need to type someting like OA: C. And then select that part and click on spoiler button. You can even preview the message before submitting to make sure that you've underlined, bolded, or used spoilers for the correct portion..

A and B can be eliminated right off the bat; manufacturers are not rating the watt-hour itself.

C is parallel and work well: "the higher..., the longer..."

D gets overly wordy and awkward by adding "it is that much", which ruins the parallel form.

E uses "it", which is ambiguous.

Also id it right to assume that 'when' refers to time an event takes places and so its usage in E is incorrect.Please clarify!!
If you want to fly,you have to give up the things that weighs you down!

Correct.
E implies that it is expected to last only at a particular moment: WHEN the rating is higher.
Not the intended meaning.
