I'm happy to help. :-) What's the source of this question?

(A) is disaster --- did people consume earlier decades?? This must be incorrect.

(B) "earlier decades" is not properly the actor here ---- decades don't literally "eat". This must be incorrect.

(C) classical pronoun mistake --- who is "it"???? Thus must be incorrect. See: https://magoosh.com/gmat/2013/gmat-pronoun-traps/
Very subtle point --- "population" is an "it", but "90% of a population" is a "they/them". For related issues, see:

(D) this could work: no obvious flaw

(E) similar pronoun problem --- the pronoun "that" refers to what antecedent?? This must be incorrect.

I would agree with Java_85 on the OA, not because it's a stellar choice, but only because the other four are clearly wrong.

Does this make sense?

The Answer must be "D"

[A] : incorrect comparison; the comparison should clearly refer to consumption in earlier decades
: Incorrect; We need to refer Consumption in earlier decades
[C] : Incorrect... "it" has no clear antecedent
[D] : Correct... Clearly referring to consumption in earlier decades
[E] : Incorrect; We need to refer Consumption in earlier decades
