D is absolutely wrong because of parallelism error. "Without natural predators and no hunting allowed.........." is not logically modifying "New Jersey".
and C takes care of parallelism. so C is correct.

IMO it is C.
AD is ruled out first because, we have population and so it has to be 'has' and not 'have'
<First half of the sentence>, this defines the deer population and is a case of dangling modifier and in B and E, it refers to wildlife officials. For other reasons also B and E can be discarded and I found few other errors in these sentences.
So my choice is C.
