(D) making an attractive substitution of alcohol distilled from cereal grain
(E) making alcohol distilled from cereal grain an attractive substitute

please explain the right ans?

IMO E.

"which" cannot be used here. What does "which" really refer to, gasoline, price of gasoline, rise in the price of gasoline??
The present participle form of make (making) must be used here because the entire phenomenon of rise in the prices of gasoline is leading to something..
That leaves only options D & E.
D is ungrammatical and wordy. The rise in prices is not making an attractive substitution as D suggests, but rather is making alcohol an attractive substitute, as clearly indicated by E.

Is the OA E??

If yes, then the above logic is correct.. :)

The answer should be E.

'which' is a relative pronoun and typically begins a non restrictive clause that modifies nouns.
E.g. Jerry's car, which is black in color, has been stolen.

In this question, the clause which makes substituting alcohol distilled from cereal grain attractive logically modifies the whole preceding phrase As the price of gasoline rises. Thus usage of 'which' in this case is inappropriate. This rules out A,B and C.

Now, the rising prices of gasoline is not making a substitution of alcohol. Rather, it is making alcohol an attractive substitute. Thus, E wins over D.
