OA got me on this one!

IMO A as I think that the growth in per capita income started in the past and is still going on.
Plus i don't see a past action to which growth in per capita income preceedes for past perfect to be applicable.
Even Advertising is in present tence.

Ahh! just saw "Town A pursued its campaign". So, growth in per capita income started in the past, before Town A pursued its campaign, hence past perfect !

Totally missed that!
