According to a study by the Carnegie Foundation for the Advancement of Teaching, companies in the United States are providing job training and general education for nearly eight million people, about equivalent to the enrollment of the nation's four-year colleges and universities.
(A) equivalent to the enrollment of
(B) the equivalent of those enrolled in
(C) equal to those who are enrolled in
(D) as many as the enrollment of
(E) as many as are enrolled in

The question is not about the usage of equivalent and as many as, its about comparison. The two entities which are compared must be similar.

A - Eight million people is a quantity/number compared with enrollment.
B - compared with people
C - same as above
D - same as option A, though the usage of as many as is better to equivalent
E - right comparison

nearly 8 million so equal can not be and equivalent refers between two dissimilar entities..

so "as many as are"
